Mexican national culture in the period from 1946 to 1982 can be understood by recognizing three overlapping transformations. The first was the consolidation of various national archetypes rooted in Mexican revolutionary and prerevolutionary mythologies of national identity and that were disseminated via state-sponsored cultural institutions as well as through global marketing campaigns related primarily to bolstering tourism. A second was the commodification of national popular culture through local cultural industries, namely radio, cinema, the recording industry, and television, and the competitive engagement of these industries with external cultural flows deriving, primarily though not exclusively, from the United States. The third was the invention of new forms of urban response to inflation and the cascading crises of political legitimacy that characterized the decade leading up to economic collapse in 1982. Across the body politic, one discerns a resilience of shared points of cultural reference—sonic, visual, culinary, and otherwise—derived, often in great measure, from governmental policies and discourse. At the same time, and increasingly over the course of this historical period, one finds movements characterized by an irreverent reappropriation of many of those same reference points, carried out by a diverse range of social actors in pursuit of individual and collective strategies of resistance to both state and patriarchal forms of authority. By the early 1980s Mexican national culture had become a rich and playful bricolage made up of iconic markers over which the state experienced a diminishing, though not yet exhausted, capacity to define.
Record-setting Dominican attendance at the championship game of the 1969 Amateur Baseball World Series attested to the local and international stakes in the competition between the United States and Cuba. Both teams reached the final game of the round-robin tournament, having defeated all nine of the opposing teams representing nations and government systems as varied as Nicaragua’s rightest dictatorship, the Dutch Antilles’ constitutional commonwealth, and Venezuela’s guerrilla-threatened democracy. Dominican sportswriters described the game as a competition between two opposing government systems and two conflicting sporting systems: the decentralized, largely privatized U.S. system that used amateur ball as a stepping stone to professionalism and the Cuban system that developed state amateurs who educated themselves, worked, and played ball in the service of the nation. The meeting between the U.S. and Cuban teams in the Dominican Republic suggested that the systems might coexist at a time when the Dominican government headed by President Joaquín Balaguer began to experiment with new models for political and economic development. Balaguer used the domestic openness and conciliatory attitude toward Cuba to legitimate controversial economic policies and submerge political discontent through national projects around international events like the Amateur World Series in 1969 and the XII Central American and Caribbean Games in 1974. With the international stage provided by the sporting events, Balaguer offered his Third Way as a model for Latin America. This local pluralism, though brief and perhaps disingenuous, allowed Balaguer to project himself and the Dominican Republic as leaders in a movement for Latin America solidarity built on pluralism and respect for sovereignty.
Folk Festivals, Community Development, and the Sugar Industry Crisis in Tucumán, Argentina, 1966–1973
In the late 1960s, the sugar-growing province of Tucumán, Argentina, was undergoing the deepest economic crisis of its history. In 1966, eleven large sugar mills closed by order of the national government, then ruled by military dictator Juan Carlos Onganía. The mills closure left a quarter of the province’s labor force unemployed, which, in turns, prompted a massive rural exodus and a permanent state of social unrest. Paradoxically, at the same time, the suddenly impoverished region was experiencing a boom of folk music festivals organized by small cities and rural towns, including those severely hit by the sugar industry crisis. This essay explores the context of the folk festival phenomenon, analyzing the role of town notables and local civic organizations in responding to the crisis brought about by the closure of the mills. The festivals were, in fact, part of a wider effort of local towns to develop their infrastructure and social services. By organizing festivals and fostering community development, local notables acted as a counterweight to the activism of the working class, generating spaces of consent that aided the military government’s plans to reorder the provincial economy.
Football and media have become associated to such an extent that it would be difficult to discuss the history of sports in Chile without acknowledging its relationship with the media. Since the early 1900s, the media coverage of football—arguably the most significant mass spectacle in Chile—has become a unique place to evoke political sympathy and national pride. Before the gradual introduction of television in the 1960s, print journalism and radio were the technological tools that defined the ways in which Chileans experienced football. As narrative devices, sports media represented football for much larger audiences than those sitting in the stadium. In the 1940s, football chronicles may have been read aloud, and photographs of famous footballers were usually posted in public places for semiliterate workers too poor to buy sports magazines. Similarly, the pitch of a radio announcer’s voice and the quick summations he gave to different plays generated their own visual spectacle and moral evaluations for listeners. Although sports magazines and radio broadcasts were mostly consumed in urban areas, they created new ways of experiencing football that enabled participation from larger parts of the nation.
The importance of these sources lies in their central role of making football a much more understandable sport to mass audiences, many of whom were illiterate. Most importantly, sports media became a public terrain for making claims about Chilean citizenship, including affirmations of appropriate masculinity, racial belonging, and class relations.

That the Mexican mural renaissance is understudied is clear from the fact than not one of its artists has been the subject of a scholarly biography. Moreover, the movement as a whole has usually been viewed through nationalist prejudices and partisan interpretations. A current reevaluation uses the wedge of several hitherto marginalized artists who figure more prominently in documents and chronology than in popular history. Among them, Jean Charlot can be placed securely at the beginning of several major developments, which were continuations of his work in France. At the open air art school of Coyoacán, he helped the young teachers move from impressionism to a geometry-based postimpressionism more appropriate for mural composition. He introduced woodcut, which he had practiced in France and which became the print medium of choice for generations of Mexican artists. His first mural, The Massacre in the Main Temple, was important for its successful use of fresco—immediately adopted as the preferred medium by other muralists—and its dynamic geometric composition, an alternative to Diego Rivera’s static classicism in Creation. Charlot further broadened the thematic and stylistic options of the movement in a series of small oils and in the first studies of the indigenous nude. He continued to nourish his colleagues with the results of his work as an archeological draughtsman at the Chichen Itza expedition of the Carnegie Institution of Washington, DC.
Charlot also participated in the notable collaboration between artists and writers in 1920s Mexico. Along with Manuel Maples Arce, he was on the two-man Direction Committee of the estridentista movement, illustrating books of poetry and joining group exhibitions. His writings are among the earliest discussions of contemporary Mexican art—publicizing the movement in Europe and the United States—and continue to influence interpretation today. His collections of documents and interviews, as well as his personal experience, became the invaluable basis of books like his The Mexican Mural Renaissance, 1920–1925 and numerous articles in several languages. His latest bibliography is 173 pages long. Charlot fulfilled the unique role of insider-outsider, participant-observer, in the Mexican mural renaissance.
The years immediately following World War II constituted a watershed in Mexico’s political development: the national government, controlled by the recently renamed Institutional Revolutionary Party (PRI) and led by a new generation of civilian professional politicians, made rapid industrialization its top priority. In a matter of decades, the nation transformed from a predominantly rural to an ever more urbanized society. Significant social and cultural changes followed. The middle classes became the dominant voice in national politics and the beneficiaries of the government’s economic policies, while earlier efforts designed to ameliorate the suffering of the majority were suspended or even reversed, leaving urban workers and the rural poor to wonder what had happened to their revolution. Gradually, a consumerist culture eclipsed the cultural revolution of the 1920s and 1930s. Despite official claims to the contrary, Mexico in this era shed its revolutionary identity and replaced it with a modernizing zeal.
Through the 1960s, scholarly assessments regarded the nation as a model of Third World development. In the estimation of foreign and domestic observers alike, the combination of aggressive capitalist development, state protectionism, and foreign investment had created an economic miracle, while the 1910 Revolution had produced a relatively benign, paternalistic form of “soft” authoritarianism. But in the years following the devastating massacre of students in 1968 at the Plaza de Tlatelolco just days before the Mexico City Summer Olympics, scholarly assessments soured. In the coming decades, more and more evidence of political violence, media manipulation, and official corruption would surface, leading to a crisis of political legitimacy that would be severely aggravated by economic crisis in 1982. For these reasons, the period from 1946 to 1982 is a distinct and important chapter in the nation’s 20th-century development.

In the 20th century Argentina experienced a series of dictatorial regimes of varying intensity, but the last dictatorship stands apart. The Process of National Reorganization or Proceso (1976–1983) was not only the most brutally repressive, “disappearing” 30,000 of its own citizens into concentration camps, but also the most ambitious in terms of ideological mission. Its campaign, officially called “the war against subversion,” was committed to the total eradication of leftist ideas from the political landscape of the country by any means necessary. This radical transformation was to be brought about not only in the torture chamber, but in the media as well. The regime planned an Orwellian redefinition of words: the systematic creation of a national vocabulary that would exclude certain ideas and parties. In order to achieve its overt project of the appropriation of language, the junta maintained obsessive control over the media, instituted strict censorship reinforced by terror, and bombarded the airwaves and newspapers with official communiqués. In the face of this repression, most journalists and writers and many artists could not express dissent of any kind. Yet singers of a new Argentine music genre that came to be known as rock nacional developed codified and oblique metaphorical expression in their lyrics that allowed them to evade censorship and to continue to criticize the military regime with relative impunity. Moreover, many Argentine youths found solace in the music and used it to create communities in which they could meet and express themselves. The regime had sought to deny young Argentines a forum for public speech; however, together artists and listeners created a rock nacional culture that provided community for the isolated and lent a voice to the silenced.
The Midwestern United States is home to several major public museum collections of Haitian art. These collections were established within a short period between the late 1960s and early 1970s. Similarities between the contents of these collections and their formations point to particular dynamics of visual-art production in Haiti and cross-cultural interactions in which works of Haitian art were collected abroad. This examination of particular collection histories of two Midwestern U.S. museums, both in Iowa, demonstrates shifting cultural narratives that have contributed to generalized definitions of “Haitian Art.” Considering the dearth of Haitian-American communities in the state and its far-flung geography, the fact that so many works by Haitian artists reside in the Midwest may appear to be a curious occurrence. However, these collections arose from individual bequests from local collectors who began acquiring Haitian art during the second “Golden Age” of Haitian tourism in the 1960s and 1970s. North American travelers who visited Haiti at this time sustained a market for Haiti’s artists and helped maintain international interest in Haitian visual culture. The common characteristics of these two collections—in the cities of Davenport and Waterloo—and the history of their development speak volumes about cultural intersections between Haiti and the United States, especially in relation to the effects of tourism and international travel on the production, circulation, and reception of Haitian art. More broadly, these histories exemplify wide-ranging shifts in North–South relations in the late 20th century.
In the United States, Iowa is home to two of the largest public collections of Haitian art in the country, one in Davenport at the Figge Museum of Art and the other about 130 miles away in Waterloo at the Waterloo Center for the Arts. Considering both distance and regional context, the Midwest’s relationship to Haitian art may seem incongruous. Almost 2,000 miles separate Haiti from the region, and the largest enclaves of the Haitian diaspora reside in major urban centers like Miami, New York, Boston, Montreal, and Chicago. Additionally, stereotypes of the region as provincial and culturally unsophisticated accompany the Midwest’s reputation and add to the intrigue surrounding the seemingly uncharacteristic presence of Haitian art in regional museums. In order to better understand such seemingly random cultural linkages between Haiti and Iowa, we must examine the routes and circuits through which art objects in these collections have traveled, the individuals who facilitated such movements, and the distances, both physical and conceptual, between artists’ studios in Haiti and museum context in the American Midwest.
For audiences in the United States, the word “Haiti” often accompanies news headlines focusing on one of the country’s many crises: political instability, mass migration, natural disaster, poverty. The focus on Haiti’s many challenges of the past decades obscures the fact that in several key periods in the 20th century the country attracted a steady stream of “First World” visitors. With Haiti only a short plane ride away from the United States, travelers were drawn not only to Haiti’s tropical climate and the many upscale hotel accommodations of the time, but also to the country’s cultural offerings, which included a thriving environment of visual art production. A cottage industry producing paintings, sculptures, and handicrafts greeted tourists, journalists, academics, researchers, and other visitors. Some of these souvenir-ready items could be easily dismissed as cheap, mass-produced “tourist art,” but a great many of them reflected an originality and creative quality that emerged within the supportive context of the “Haitian Renaissance.” Haitian visual arts struck many of these art-buying travelers to such a degree that they would make many return visits to Haiti, amassing enough work that would eventually make up collections of art back in the United States. The cross-cultural interactions of these traveling collectors can be framed through a study of the art objects they collected and their interactions with Haitian artists and arts institutions. Focusing on individual case studies reveals broader trends in the international reception of Haitian art and how collections in Iowa and elsewhere were established.
Beginning in Davenport, whose Figge Museum of Art is the earliest established public and permanent collection of Haitian art in the United States, this examination of collection histories will shed light on how global, regional, and individual contexts and circumstances contributed to Haitian art’s presence in Iowa and its reception abroad. In addition, these collection histories highlight connections among collectors, artists, and other active participants in the circulation of Haitian in the period of the late 1960s and early 1970s. The second example considers the origins and development of the Waterloo Center for the Arts’ Haitian collection and demonstrates one institution’s efforts to connect Haitian art objects with local audiences. Both case studies also underscore histories of engagement between the United States and Haiti, as well as issues that museums have grappled with concerning their Haitian art collections and the shifting circumstances of art production in Haiti.
